(DWG) for its Stockton Plant. On
15 June 2004, Regional Board staff was notified by the City of Stockton Municipal Utilities
Department (MUD) that its production well WP-1,which is downgradient of your Stockton
Plant, contains pollution and must be shut down. Regional Board staff then contacted you and
requested that you sample for the contaminants that were identified by the MUD, including
tetrachloroethylene (PCE), trichloroethylene (TCE) and aluminum. The QMR contains the
analytical results for this sampling. During the July 2004 sampling the highest groundwater
pollution concentrations were 3,400 micrograms per liter(µg/1) of hexavalent chromium in
monitoring well MW-3, 51 µg/1 of PCE in MW-9, and 2,300 µg/1 of aluminum in MW-7. TCE
was not detected and had a reporting limit of 0.5 µg/1. DWG should continue to monitor for
these additional pollutants. Therefore, a draft revised Monitoring and Reporting Plan(MRP)is
enclosed for your review.
In addition, DWG submitted plans to San Joaquin County to destroy facility well FW. The QMR
should contain updates for the planned destruction of FW. Regional Board staff also determined
that monitoring well MW-1 contains no groundwater pollution, is sidegradient of the pollutant
plume and is not necessary to the monitoring and reporting protocol for the clean up. DWG may
proceed to arrange with San Joaquin County for the permitted destruction of MW-1.
By 19 November 2004,please submit comments on the draft revised MRP.
