(ATC), on behalf of Diamond Walnut Growers
Inc. (DWG) for its Stockton Plant. We also discussed the elements of this Addendum with
Ms. Jeanne Homsey of ATC on 18 September 2002. We have the following comments on the
modifications you requested in the Addendum.
1. In our 6 August 2002 work plan review letter, we requested that DWG install a monitoring
well in the processing plant between the groundwater pollution and the facility well(FS).
The Addendum says, "the concrete floor of the plant is no less than six feet in thickness in all
areas." Ms. Homsey stated in our phone conversation on 18 September that FS is not used,
and suggested that it be abandoned. FS may be beneficial to the site characterization and
cleanup. Please arrange for the video logging of facility well FS so that you can determine its
construction detail. The necessity of a monitoring well south of the pollution will be
determined after the video log data are available.
2. In our 6 August letter,we also requested that DWG install a monitoring well downgradient of
MW-3 beyond the facility boundary. Ms. Homsey stated in our phone conversation on
18 September that you have not yet negotiated the necessary access agreement, so that well
cannot be installed during the September field work. This well may still be necessary and
implemented remedial measures may also involve the area off site and north of the pollution.
Therefore, DWG should begin to develop the necessary access agreement.
As stated in our 6 August letter, the well installation and sampling results report for the five
monitoring wells scheduled for installation in late September is due by 1 November 2002. The
report also must include a work plan to define the vertical extent of the groundwater pollution, a
California Environmental Protection Agency
d Recycled Paper
The energy challenge Facing California is real.
