This invitation for bid has been prepared so that Ruiz Grocery remains in compliance with the new underground storage tank regulations adopted on December 2, 1991, by the State Water Resource Control Board. C. Scope of Work Cleanup Methods - The consultants, RE5NA Industries, Inc. ( for- merly WaterWork) and Delta Environmental Consultants, 'Inc. , who conducted site investigations have recommended that soil in the previously existing tank locations be excavated to a depth of it feet and aerated on site. Further, a letter from the LRA has requested Ruiz Grocery to further define the plume of the hydro- carbons in the groundwater. Finally, quarterly sampling and testing of groundwater elevations, and reports of such informa- tion should be included. Consultants may bid on the above method, or propose another cleanup method that is considered to be more cost efficient. New technologies are encouraged, but a pilot test which proves the viability of whatever method is proposed, must be conducted prior to implementation of the full scale program. Ideally, bids will include an evaluation and comparison of sever- al feasible cleanup methods for the site, as well as a clear explanation for choosing the proposed method. Tasks - Bids shall include the projected total cost of cleanup as well as the unit costs involved in completing the following tasks 1. Preparation of a detailed CAP to send to the LRA for review; 2 , obtaining the permits required from governmental agencies to execute the proposed work plan; 3. implementation of a pilot study to test the viability of the proposed cleanup method; 4 . Purchase (or lease) of required equipment, and materials (minor items such as sampling equipment and materials can be lumped together under pne category) , and construction of any structures, excavations, lined ponds , etc. ) ; 5 . Equipment operation and maintenance (per month) ; 6 . Periodic sampling (and reporting) of soil and groundwater to check cleanup progress (per sampling interval) in accordance with PHS/EHD guidelines; and 7 .
