PUBLIC, HEALTH SERVICES
SAN JOAQUIN COUNTY r.
JOGI KHANNA Nf.D.,M.P H.
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) • Stockton,California 95201 C4tFpRa`R
(209) 468-3400
STELLA RUIZ
4991 WEST DURHAM FERRY ROAD JAN 2 1 1992
TRACY CA 95376 D
RE: Ruiz Grocery Site Code: 1551
4491 West Durham Ferry Road
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed
review of the Delta Environmental report, Phase I Hydrogeologic Investigation, dated November 14,
1991. PHS/EHD has the following comments are to be addressed by April 15, 1992-
1. The PHS/EHD letter dated June 11, 1991 requested that quarterly monitoring be initiated.
Samples of monitoring wells MW1, MW2, and MW3 were collected and analyzed September
1991. Please initiate quarterly sampling and submit a quarterly report for the fust quarter of
1992 by April 15, 1992- Please be informed that PHS/EHD inspection of sampling events are an
important aspect of local regulatory oversight. Prior to any site activity, including sampling,
please contact Mary Meays at the number below, 48 hours in advance.
2. The first recorded groundwater gradient, September 1991, was to the southeast. Subsequent
gradient measurements, October 1991, indicated that the gradient had shifted to the east-
northeast. Additional monitoring wells will be necessary to investigate groundwater
contamination to the south and to the east of the former tanks.
3. PHS/EHD agrees with the Delta Environmental recommendation to re-excavate in the area of the
former tanks. Residual contamination remaining at the conclusion of the re-excavation attempt
will require additional remediation. Please be informed that uncontrolled aeration of soil with
greater than 50 ppm TPH-gas is no longer allowed. Controlled aeration of soil with greater that
50 ppm TPH-gas requires an air pollution permit which is granted by the San Joaquin Valley
Regional Air Pollution District. Please submit a workplan for the proposed re-excavation.
4. Reports, workplans and letters are to be submitted to both PHS/EHD and the Central Valley
Regional Water Quality Control Board (CVRWQCB) until the investigation or cleanup is adequate
for closure. This will facilitate concurrent and expeditious evaluation by both agencies.
If you have any comments, questions, or wish to schedule a sampling inspection, please contact
Mary Meays, RENS, of my staff at (209) 468-3441.
Jogi Khan , M D., M.P.H.
Health lc
L
rie A.
