PUBLIC HEALTH SERVICES aPQN
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION y:
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street • P. O. PHS/EHD has prepared the
following comments for your consideration.
Clearwater indicated in their proposal dated November 4, 1994 that a work plan would be prepared
outlining the planned course of action. The proposal included the recommendation to install a
groundwater extraction well and two air sparging wells. The proposal also suggested that a twelve
hour pumping test, a six hour vapor extraction test and a six hour air sparging test be performed to
determine the feasibility of remedial alternatives. Finally, the proposal indicated that a detailed
report of feasibility testing and design would be prepared.
Unfortunately, the proposal submitted did not contain sufficient detailed information regarding the
feasibility testing for PHS/EHD to technically evaluate it. Please contact the San Joaquin Valley
Unified Air Pollution Control District for information regarding pilot test permitting requirements for
vapor extraction testing.
While the performance of a pumping test, a vapor extraction test, and an air sparging test may be
necessary to evaluate remedial alternatives, please be aware that the California Code of Regulations,
Title 23, Division 3, Chapter 16, Underground Storage Tank Regulations Sections 2722 - 2728
outlines the requirements of corrective action. A corrective action plan should be submitted by April
14, 1995.
If you have any questions, please contact Mary Meays, RENS, of my staff at (209) 468-0337.
Donna Heran, RENS, Director
Environmental Health Division
Mary Meays, Senior REHS Diane M.
