R s
MAR 1 13 4491 West Durham Ferry Road

EIVV1Rp,if- Tracy, CA 95376
P[ffi:; ,• L'1 March 29 , 1992
MaryMeasfit— H S-i- - .- .. --
'-Sari Joaquin ;,County Public Health Services
Environmental Health Division
P. O. Box 2009
Stockton, CA' 95201
Dear Ms. Meays:
i'
I request a 120-day extension for pre'paration, and
submittal of the work plan to install soil vapor extraction
wells on mypropeirty to alleviate the soil contamination
resulting from the previously removed underground storage
tanks.
As you are aware, I have been doing everything in my
power to stagy in compliance with San Joaquin County Public
Health Services Environmental Health Division's
requirements'. Delta Environmental Consultants submitted an
Interim Remedial Action Plan on my behalf on December 21 ,
1993 . In January, Delta conducted quarterly monitoring on my .
wells. Free" product was found floatinginwell number one.-, . , ,
In February, I submitted a Free Product Removal Plan. I
will be doing the bailing myself. I believe removal of the
free productiis the most important task right now as it
prevents further environmental damage.
Unfortunately, a number of bills from Delta
Environmental -Consultants and from Neumiller & Beardslee are
outstanding, as are the bills for the free product removal
equipment. These outstanding bills , coupled with less than
average grocery business over the last few months, make-• it
financially impossible for me to assume additional debt'- for
production of the soil vapor extraction work plan which is
estimated tolcost $900 . 00 +. Neumiller & Beardslee has
advised me to consider bankruptcy, however, morally, I want
to avoid such a solution. I hope you will help me pace out
the costs ofi this problem so that ' I am not forced to- pursue
such an option.
I appreciate your attention to this matter and would
~---r -.:very-much rappreciate a 120-day extension for submittal of the
soil vapor extraction workF'plan-
Sincerely
Stella _Ruiz
SR:kg
cc: Laurie Catulla
