PUBLIt HEALTH SERVICES
SAN JOAQUIN COUNTY to ya
JOGI KHANNA M.D.,M.P.H.
Health Officer P
c9li. pRa
P.O. Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201
(209) 468-3400
STELLA RUIZ
4491 WEST DURHAM FERRY ROAD JAN 11 1993
TRACY CA 95376
RE: Ruiz Grocery SITE CODE: 1551
4491 West Durham Ferry Road
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the "Interim Remedial Action Plan" dated December 18, 1992 and prepared
by Delta Environmental. PHS/EHD has the following comments for your consideration.
The Interim Remedial Action Plan (RAP) proposed interim soil remediation alternatives.
PHS/EHD concurs that soil remediation is necessary and that the proposed alternative,
in situ soil vapor extraction (SVE) is an effective method to remediate contaminated soil.
The final selection of the soil vapor treatment method will be dependent on the San
Joaquin Valley Unified Air Pollution Control District's air discharge permit requirements.
Since soil vapor wells have neither been installed nor been tested, to determine the
concentration of extractable petroleum hydrocarbons, it may be premature to select the
vapor treatment method at this time.
Please submit a work plan to install SVE wells by April 12, 1993.
The RAP did not propose interim groundwater remediation alternatives primarily
because the extent of groundwater contamination is not known. In order to determine
the extent of groundwater contamination it will be necessary to install additional
monitoring wells.
Conflicting groundwater gradient directions have been reported. Please conduct a well
survey to determine if nearby wells may have an influence on the gradient.
The RAP indicated that the on site domestic well had not been sampled since September
4, 1991. PHS/EHD requested, in correspondence dated June 11, 1992, that the on site
domestic well be sampled and analyzed for the presence of BTEX and TPH-gasoline.
During the next quarterly monitoring event, pleasb include sampling of the on site
domestic well.
A Division of san Joaquin County Health Care Services
