(Phase III ) to address gasoline polluted soil and <br /> groundwater, primarily focusing on interim remediation rather <br /> than detailed site characterization. <br /> Subsequently, on July 30, 1992 , Mrs . Ruiz, Brooke <br /> Bir_kie and I met with you to discuss a number of issues <br /> related to the Ruiz Grocery site. We focused on pursuing <br /> an interim soil remediation plan that would meet both San <br /> Joaquin County Public Health Services, Environmental.. Health <br /> Division ' s ( "County" ) criteria and be affordable to the <br /> Ruizes . <br /> As you will recall, the Ruizes have a limited income <br /> and environmental activities pose a substantial financial <br /> burden. The Ruizes are on the SB 2004 Class B list and <br /> have already spent in excess of $10, 000 . The bids received <br /> as a result of the first IFB on the project for Phase <br /> Il--soil and water investigation--and Phase III----corrective <br /> action plan--were far in excess of what the Ruizes can <br /> afford. Accordingly, it was agreed that the primary concern <br /> was interim remediation of the soil to .halt further <br /> contamination. A second IFB was prepared to bid <br /> installation of a vapor extraction system on a per well or <br /> per day of drilling basis in order to break down costs into <br /> more feasible units . <br />
