Box 2009
Stockton, CA 95201
Dear Linda:
Last October, we diposed of the purge water from the August 24, 1992 sampling
event using the process described below. Since the process worked extremely well, I
would like to dispose of the three drums of purge water currently located on site at 103
North E Street in the same manner.
I would transport the drums of water to our Sacramento Shop at $$33 Kiefer Blvd.
where we have a waste water recycle system for washing equipment which removes TPH
and BTEX contamination. The waste water recycle system consists of an inclined plate
seperator with polymer injection for seperating oils, fuels and silt and an activated carbon
filter for removing residual TPH and BTEX constituents. The oil/fuel fraction is disposed
of as waste oil through Evergreen Environmental and the spent activated carbon filters
are regenerated by the supplier, Westates Carbon. Since it is a recycle system, it is a
closed loop system, i.e., no water is discharged. The system has a capacity of 4,000
gallons and we normally process 2,000 gallons of waste water per day. The addition of
150 gallons to the system would not be significant.
Although MW-13 is a contaminated well, water from three cleaner wells were mixed
into the same drums. Therefore, it is reasonable to assume that any contamination from
MW-13 has been diluted. Assuming that an equal amount of water came from each well,
the Tables 1 & 2 have been prepared to illustrate the average contamination level of the
three drums of water.
I have also checked with the California Highway Patrol and the Department Of
Toxic Substances Control, Transportation Unit regarding transportation of the water on
a public highway. Both agencies said it is not a problem since the water doesn't meet
the requirements for a hazardous material.
Please let me know if this proposal meets with your approval so that we can begin
