Box 2009 Stockton, California 95201 Re: Third Quarter 1992 Ground-water Monitoring Report, 103 North E Street, Stockton, California Dear Ms. Turkatte: EMCON Associates has prepared this letter on behalf of A. Teichert & Son, Inc. (Teichert). The purpose of this letter is to document why the third quarter 1992 ground-water monitoring report for the Teichert Mobile Equipment Facility, 103 North E. Street, Stockton, California, has been delayed. EMCON Associates planned to submit the third quarter 1992 ground-water monitoring report as part of the report documenting the exploratory soil boring and well installation activities described in EMCON Associates June 1992 Work Plan for Soil Remediation and Ground-water Characterization, Mobile Equipment Facility, 103 North E. Street, Stockton, California. As part of the field activities described in the work plan, EMCON Associates drilled and sampled three exploratory soil borings and converted two of the borings into ground-water monitoring wells. The two'new wells were developed and sampled in August 1992, and the existing site wells were also sampled at this time. Based on the soil analytical results from the exploratory soil borings, EMCON Associates and Teichert decided to conduct a pilot-scale vapor extraction test. We intend to incorporate the results of the vapor extraction test into the exploratory soil boring and well installation report. We have not received the results from the vapor extraction test. Once we receive these results, we will incorporate the information into the report as expeditiously as possible. The report will be submitted to you by November 15, 1992. pj010f9010f900020.1 am
