"E" Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed Elder Engineering's Quarterly <br /> Monitoring Report received July 29 , 1991. The format and content <br /> of this submittal does not follow the Tri--Regional Guidelines, <br /> "Appendix A. " Please find a copy of the most recent document <br /> enclosed. By not following this format, staff must expend a great <br /> deal of time researching previous submittals and files to <br /> adequately conduct their review. <br /> In reviewing past submittals and correspondence within the file, <br /> several other unanswered questions and problems have surfaced which <br /> are outlined below. <br /> 1 . The last two quarterly reports have indicated a TPHg of <br /> less than . 50 parts per billion (ppb) for the March 30, <br /> 1990 sampling event. The original lab data sheet reports <br /> a result of 58 ppb. <br /> 2 . All proposals and reports submitted must be accompanied <br /> by a letter of acknowledgment, please reference your copy <br /> of PHS/EHD's letter dated April 19, 1990. <br /> 3 . The site assessment phase of your investigation has not <br /> defined the lateral or vertical extents of contamination. <br /> In order to properly identify the extent of the problems <br /> on this site and to be able to proceed toward remediation <br /> and closure:, those parameters need to be met. Continued <br /> monitoring of existing wells alone will not provide this <br /> necessary information. <br /> 4 . The Problem Assessment Report (PAR) requested by Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) in <br /> their March 6, 1990 letter and again requested in writing <br /> by PHS/EHD on April 19, 1990, has not been received. A <br /> definition of the PAR and outline is also included in <br /> Appendix A of the Tri-Regional Guidelines for your <br /> reference. <br /> A Division of San Joaquin County Health Care Services �� <br />
