A-
y
w
103 N. E Street
.p
Stratus Environmental, Inc. had submitted,.a Final Closure Report dated July 20, 2001,
with a request for site closure and no further action required (NFAR). At that time, EHD a
and CVRWQCB staff would not consider the site for closure.
The 1,2-DCA concentrations in groundwater were above the MCL ' (Maximum j
Contaminate Level) for drinking water in wells being sampled post remediation located
near the former USTs, and the vertical and lateral extent in groundwater was undefined.
EHD staff spoke with you and Stratus and it-was agreed that groundwater monitoring
i
and sampling would continue to determine if natural attenuation was occurring and if a
declining 1, 2-DCA concentration trend could ibe established. EHD and CVRWCB staff j
have recently reviewed your case again and cannot grant closure at this time.
5
i
The vertical and lateral extent of 1,2 DCAcontamination in groundwater must be
defined and its potential to adversely affect the environment and human health
evaluated. The groundwater information obtained will likely aid in further defining the
contamination and in refinement of the Site Conceptual Model (SCM). When
requirements are met and the SCM conclusions demonstrate closure is warranted,
EHD and CVRWQCB will reconsider NFAR and site closure.
Please submit a work plan, a permit application, and fees to further investigate the
vertical and lateral extent of 1,2-DCA groundwater contamination by September 30,
2005.
a
If.you have any further questions regarding this matter, contact Harlin Knoll at (209)
468-3442.
Donna Heran, RENS, Director
Environmental Health Department
'I
Harlin Knoll, Senior RENS Nuel Henderson; PG
LOP/Site Mitigation Unit IV .
