Valley Pacific Petroleum Services Stockton,CA <br /> Spill Prevention,Control,and Countermeasure Plan <br /> Nonetheless, in the event that a tank undergoes a repair, alteration, reconstruction, or <br /> change in service that might affect the risk of a discharge or failure, an inspector will <br /> evaluate the container for risk of discharge or failure, following API-653 or an equivalent <br /> approach, and will take corrective action as necessary. <br /> The Facility Manager is responsible to register or ensure previous registration of all bulk <br /> storage tanks at this facility with state and local authorities. Local fire code requires current <br /> certificates of registration and special use permits. <br /> E. Personnel Training and Discharge Prevention Procedures <br /> Valley Pacific Petroleum Services management has instructed oil-handling personnel in <br /> the operation and maintenance of oil pollution prevention equipment, personal protective <br /> equipment (PPE), discharge procedure protocols, applicable pollution control laws, rules <br /> and regulations, general facility operations, and content of this SPCC Plan. The <br /> management team provides the same training to any new facility personnel with oil- <br /> handling responsibilities prior to being involved in any oil operation. <br /> The Facility Manager holds annual discharge prevention briefings for all facility personnel <br /> involved in oil operations. The briefings aim at ensuring continued understanding and <br /> adherence to the discharge prevention procedures presented in the SPCC Plan. The <br /> briefings also highlight and describe known discharge events or failures, malfunctioning <br /> components, and recently implemented precautionary measures and best practices. <br /> Facility operators and other personnel will have the opportunity during the briefings to <br /> share recommendations concerning health, safety, and environmental issues encountered <br /> during facility operations. <br /> The management team has conducted a simulation of an oil-site vehicular discharge and <br /> will periodically hold future training exercises to prepare for possible discharge responses. <br /> Appendix J contains records of the briefings and discharge prevention training; the records <br /> are maintained with this SPCC Plan for a period of three years. <br /> F. Security <br /> The Facility Manager keeps the fuel stations locked to prevent unauthorized use. The <br /> locks are controlled by a key code and lock system. Area Lights illuminate the fueling area <br /> warehouse, loading rack and parking area. The facility lighting system appears to be <br /> adequate for spill detection and response, and vandalism deterrence. The site is fenced <br /> and gates are locked after business hours. <br /> 11 <br />
