s <br /> !I <br /> f� <br /> .4 <br /> !I <br /> �I <br /> i <br /> 4.4 SUMMARY AND CONCLUSIONS <br /> This soil and groundwater investigation focused on the evaluation of soil and groundwater conditions in areas <br /> ' of concern noted in SECOR's Phase I Assessment at the King Island and Holiday Harbor facilities. Several areas <br /> of concern were noted during the subsurface investigation. <br /> Subject to the limitations and/or exceptions identified below,in the professional opinion of SECOR International <br /> Incorporated(SECOR), based on the knowledge and information obtained from SECOR's performance of the <br /> services provided in the Services Description which includes the investigation of selected discrete locations at <br /> the Facility,it is unlikely that the Facility contains concentrations of regulated substances,petroleum products, <br /> ' hazardous substances,hazardous wastes,hazardous materials,pesticides,toxic substances or similar substances, <br /> residues,or wastes in concentrations which would require reporting or corrective action under applicable federal, <br /> state,or local law,statute,ordinance or regulation. It is also the opinion of SECOR,based on the knowledge and <br /> information obtained by SECOR from SECOR's performance of the Services, that it is unlikely that the <br /> groundwater underlying the Facility has been affected or degraded by the migration of regulated substances, <br /> petroleum products,hazardous substances,hazardous wastes,hazardous materials,pesticides;toxic substances <br /> ' or similar substances,residues or wastes that may have been located on ar under the facility to such an extent that <br /> remedial action at the Facility would be required. F <br /> 4 <br /> ' The above representations and assurances are subject to the following exceptions: <br /> i� <br /> Based on previous investigations it appears that at least two significant fuel leaks have occurred from the <br /> ' pipelines associated with the USTs located north of the store/marina office. The first occurred as a result of a <br /> diesel fuel line break under the marina store wlvcit was discovered in 1989. The line was purged and capped,and <br /> a large quantity of soil excavated between the store and the manna offices when the leak was discovered. The <br /> diesel as well as the two gasoline pipelines were subsequently run aboveground around the north,south and east <br /> sides of the store. A second break occurr a aboveground gasoline line at the southeast corner of the store <br /> building in 1990. !r <br /> RESNA's investigation which included the installation of six monitoring wells,appeared to focus on the gasoline <br /> ' break with the thought that the previous diesel spill had been remediated. However,diesel has been found both <br /> in RESNA's monitoring wells and in soil and groundwater samples collected during 3ECOR's recent subsurface <br /> ' investigation. Diesel has not been used at the site since approximately° 1992. <br /> Since the USTs and pipeline are located in and on the levee, it appears that much of the contamination is <br /> contained within the levee. Groundwaterwithin the levee appears to be perched above finer grained silts and <br /> clays at an elevation higher than the ground surface at the eastern base of the levee. Contamination previously <br /> found in the RESNA monitoring wells was probably a result of product which leaked at the surface. Free product <br /> of both gasoline and diesel still exists within groundwater in the levee. <br /> Two additional small areas of contamination were identified during the investigation. TPHmo was discovered <br /> ' in the groundwater near the boat dock to the west of the Marina office(SB5). This contamination does not appear <br /> related to the USTs or associated pipeline. The location of the contan ination appears to beat a depth that was <br /> probably the former ground surface prior to addition of approximately fire feet of fill soil added to the levee since <br /> ' the early 1980's as a result of levee settling. Since it is near the boat dock, it may be the result of a small spill or <br /> it <br /> �i <br /> ' S0133-0u1-02 <br /> j. .. ., <br /> • <br />
