(AGE) 30 March 2011 Quarterly
Report— Fourth Quarter 2010 (Fourth QMR) and the 29 April 2011 Quarterly Report— First
Quarter 2011 (First QMR) for Herman and Helen's Marina (H&H) located at 15135 Eight Mile
Road in Stockton on the Little Connection Slough levee (Site). At least two fuel spills have
impacted groundwater at the Site: the first occurred during the 1990s; and a gasoline
discharge from a vandalized aboveground storage tank (AGT) was discovered during the
September 2007 monitoring by a sudden increase in petroleum hydrocarbon concentrations in
MW-2.
In June 2005 H&H began extracting groundwater from extraction well EW-1 as an interim
remedial measure (IRM) to clean up the pre-2007 spill. To address petroleum hydrocarbons
released to soil and groundwater in September 2007, H&H excavated and disposed of the
contaminated soil, partially backfilled and shored the excavation creating a sump, and
extracted groundwater from the sump routing it to the existing IRM treatment system. On
30 June 2009 H&H ceased groundwater extraction and operation of the IRM. Ina May 2010
work plan, and in subsequent June and July 2010 addendums, H&H proposed to amend
groundwater with oxygen release compound (ORC) as an alternative to the IRM, but needs to
negotiate an access agreement with the levee owner, Reclamation District 2029, for
permission to inject the oxidants described in the work plan.
Groundwater monitoring and reporting requirements for the Site are set forth in Monitoring and
Reporting Program (MRP) No. R5-2009-0833, which requires H&H to sample four of the
fourteen site wells quarterly. AGE performed fourth quarter monitoring in October 2010 and
depths to groundwater ranged from about 4 to 26 feet with the flow to the southeast and the
gradient ranging from 0.004 foot per foot (ft/ft) to about 0.018 ft/ft. AGE could not sample
three of the 14 wells due to a damaged well casing at MW-9; a lack of access to MW-12; and
insufficient groundwater in MWA3.
California Environmental Protection Agency
aRecycled Paper
