The Report discusses the groundwater monitoring
activities conducted in March, which show that concentrations of pollutants of concern are
increasing in the surface water samples. Because an Annual Report was not submitted, the
Report included a discussion of trends in 2002.
Monitoring and Reporting Program No. 5-01-835 requires groundwater contour maps and
pollutant concentration maps containing all data obtained during the previous year. The Report
did not include these maps. H&H Marina must submit these figures by 30 May 2003.
The Report states H&H Marina is preparing a report detailing the feasibility of groundwater
extraction as a remedial alternative. Based on the concentrations in the surface water samples, by
3 July 2003,H&H Manna needs to submit this report along with a work plan for interim
remedial groundwater extraction, if feasible. If groundwater extraction is not feasible, H&H
Marina must propose another interim remedial action by 25 July 2003 to prevent further
migration of groundwater pollution into surface water.
