The Report discusses the groundwater monitoring activities <br /> conducted in December. <br /> According to Monitoring and Reporting Program (MRP)No. 5-01-835, an annual report was due <br /> by 1 February 2003 and should have included an evaluation of trends and the progress of remedial <br /> activities. The Report does not include a discussion of 2002 activities or trends, groundwater <br /> contour and pollutant concentration maps for each quarter of 2002, or a discussion of remedial <br /> activities. MRPs are information requirements under California Water Code Section 13267, are <br /> enforceable, and can result in administrative civil liability(ACL) of up to $1,000 per day if <br /> adequate information is not received in a timely manner. The information required for an annual <br /> groundwater monitoring report is now more than 25 days overdue and Herman and Helen's <br /> Marina must submit it forthwith.
