(AGE) <br /> on behalf of Herman &Helen's Manna(H&H Manna) at the Venice Island Ferry in Stockton (site). <br /> The Response to Comments addresses Board staff's five comments outlined in our 20 March 2002 letter <br /> (Letter). The responses to comments 2, 3, and 5 are noted. Board staff has additional comments based <br /> on H&H Manna's responses. <br /> Thank you for confirming the tetrachloroethene was not confirmed in subsequent sampling of the <br /> monitoring wells. However, the tables provided must include this information. <br /> Board staff has reconsidered the issue of whether the pollution originated from the underground tanks <br /> (USTs) or the above ground tanks (AGTs), as requested in the Response to Comments. Mr. Marty <br /> Hartzell of the Board's UST unit has reviewed the site conceptual model (SCM)prepared by AGE. The <br /> following are Board staff's rationale for determining that the site pollution is from the AGTs: <br /> 1. The monitoring well downgradient of the USTs (MW-4)has detections of methyl tertiary butyl <br /> ether(MTBE) ranging from 1.4 to 15 micrograms per liter(µg/1). Based on the concentrations of <br /> MTBE in MW-2 and MW-3, which range from 7.9 to 190,000 µg/1, the concentrations in MW-4 <br /> would be higher if the pollution originated from the USTs. <br /> 2. The first bullet on page 8 of the 6 March 2002 Soil and Groundwater Investigation Report <br /> (Report) states "The USTs were utilized up to 1991, well into the age of MTBE usage in <br /> gasoline." Although MTBE was added to gasoline during that time, only a low percentage <br /> ranging from 2 to 11 percent was added to gasoline for use in colder,urban areas of California. <br /> Starting in late 1991 to January 1992, 15 percent MTBE was added to gasoline as required for <br /> wintertime use in high population areas of California. The high MTBE concentrations detected <br /> California Environmental Protection Agency <br /> Q?Recycled Paper <br /> The energy challenge facing California is real.
