CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> FOR <br /> HERMAN & HELEN'S MARINA <br /> VENICE ISLNAD FERRY <br /> SAN JOAQUIN COUNTY <br /> Herman &Helen's Manna at 15135 Eight Mile Road in Stockton (site), is near the Little <br /> Connection Slough and is bounded to the east by an agricultural field, Eight Mile Road to the <br /> south, a levee to the west, and a parking lot to the north. In October 1991, five underground <br /> storage tanks were removed, only one, a diesel tank, had a hole in the bottom. Based on <br /> contaminated soil samples collected from the excavation, two site investigations were performed <br /> to delineate the contamination. Based on the second investigation, Board staff and the San <br /> Joaquin County Public Services/Environmental Health Department determined that the <br /> contamination was from above ground storage tanks being operated at the site. The site has three <br /> aboveground storage tanks, associated above- and below-ground piping, and four monitoring <br /> wells. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are four groundwater monitoring wells. The groundwater <br /> monitoring program for the four monitoring wells and any wells installed subsequent to the <br /> issuance of this MRP, shall follow the schedule in Table 1 and the analytical program in Table 2. <br /> Monitoring wells with free phase petroleum product or visible sheen shall be monitored for <br /> product thickness and depth to water only. Sample collection and analysis shall follow standard <br /> EPA protocol. <br /> TABLE 1 <br /> SAMPLING FREQUENCY' <br /> Quarterly Semi-annually' <br /> Wells MW-2,MW-3,MW-4, island drainage channel, MW-1 <br /> drainage ditch,and New Wells <br /> `All wells will be monitored quarterly for water levels and the presence and thickness of free product. <br />
