One black metal 55 gallon drum and one blue metal 55 gallon drum of motor oil were observed inside of the storage shed adjacent to the PG & E substation . The facility's SPCC plan did not include the two 55 gallon drums of motor oil . The Spill Prevention , Control , and Countermeasure (SPCC) Plan must be amended when there is a change in the facility design , construction , operation , or maintenance that materially affects its potential for a discharge , within 6 months of the change , and implemented as soon as possible , not later than 6 months following preparation of the amendment. Immediately ensure that the SPCC Plan accurately represents the inventory , procedures and policies currently in place at the facility and submit a copy to the EHD . This is a minor violation . 618 CFR 112 . 7 (e) , 112 . 8(c) (6) Failed to keep records of procedures , inspections , or integrity tests for three years . Copies of yearly inspection records for 2016 to 2019 and monthly inspections from April 2016 through October 2018 were not found on site . Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention , Control , and Countermeasure (SPCC) Plan . Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years . Immediately locate a copy of all inspection and testing records for the last three years , maintain them on site , and submit copies to the EHD . This is a Class II violation . 622 CFR 112 . 7 (f) (3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel . Discharge prevention briefing records for 2018-2019 were not available for review during the inspection . The facility's SPCC plan states that discharge prevention briefing records will be kept for three years . Discharge prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known discharges or failures , malfunctioning components , and any recently developed precautionary measures . Immediately schedule and conduct a discharge prevention briefing , ensure that they are scheduled and conducted at least once a year and submit proof to the EHD . This is a minor violation .
