The facility's SPCC plan did not include the two 55 gallon drums of motor oil. <br /> The Spill Prevention, Control, and Countermeasure(SPCC)Plan must be amended when there is a change in the <br /> facility design, construction, operation, or maintenance that materially affects its potential for a discharge,within 6 <br /> months of the change, and implemented as soon as possible, not later than 6 months following preparation of the <br /> amendment. Immediately ensure that the SPCC Plan accurately represents the inventory, procedures and policies <br /> currently in place at the facility and submit a copy to the EHD. <br /> This is a minor violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. <br /> Copies of yearly inspection records for 2016 to 2019 and monthly inspections from April 2016 through October 2018 <br /> were not found on site. Inspections and tests must be conducted in accordance with the written procedures <br /> developed in the Spill Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and <br /> tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of <br /> three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them <br /> on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 622 CFR 112.7(f)(3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel. <br /> Discharge prevention briefing records for 2018-2019 were not available for review during the inspection. The <br /> facility's SPCC plan states that discharge prevention briefing records will be kept for three years. Discharge <br /> prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure <br /> adequate understanding of the SPCC Plan for that facility.
