San Joaquin County Public Health Services Environmental <br /> Health Division (PHS/EHD)provides the following comments and directives. <br /> Through corrective action directives PHS/EHD has documented a significant petroleum <br /> hydrocarbon soil and groundwater plume at the above referenced site following the <br /> removal of the former Underground Storage Tanks in 1991. Beginning in 1997 reported <br /> groundwater and contaminant plume flow dynamics have revealed the discharge of fuel <br /> oxygenates to groundwater(MtBE at 190,000 ug/1) and surface waters (4,700 ug/1). Since <br /> that time the responsible parties have failed to implement any scope of work to further <br /> characterize this plume although workplans have been approved by PHS/EHD in 1998. <br /> The characterization of this plume is incomplete and discharges to groundwater and <br /> surface waters must be terminated immediately. <br /> PHS/EHD has discussed this site with the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) on June 26 and 27, 2000. The CVRWQCB concurs with <br /> PHS/EHD's compliance directives as follows. California Code of Regulations (CCR), <br /> Title 23, Division 3, Chapter 16, Article 11, Corrective Action Regulations, Section 2722 <br /> requires that the responsible party shall submit workplans to PHS/EHD for all phases of <br /> corrective action. Furthermore, Section 2722 (d) states "The workplan shall include the <br /> proposed actions and a proposed schedule for their completion. The responsible party <br /> shall modify the workplan as necessary, at the direction of the regulatory agency". <br /> On July 1, 1998 PHS/EHD approved a workplan by Condor Earth Technology dated May <br /> 27, 1998 to install several boreholes east of the suspected source area. The depth of the <br /> proposed exploratory boreholes are 6 feet below grade surface (bgs). Seepage forces from <br /> Little Connection Slough(LCS), importation and exportation of river water for irrigation, <br /> and island drainage canals (primary and secondary) likely create complex undefined <br /> 1. <br /> A Division of San Joaquin County Health Care Services <br />
