Eight Street <br /> Stockton, CA <br /> This letter confirms our conversation of September 27, 1989,and January 17, 1990,regarding <br /> the closure of a Union Pacific Railroad(UPRR) pipeline spanning 41/2miles from the Port <br /> of Stockton to the U.P.R.R. at 833 E. Eighth St., Stockton. <br /> It was determined that Public Health Services, Environmental Health Division(PHS-EHD), <br /> would assume the lead authority for the closure of the pipeline with the concurrence of the <br /> CVRWQCB. <br /> As discussed, Union Pacific Railroad would have two options for the proposed pipeline <br /> abandonment and closure: <br /> 1. Remove the pipeline. <br /> -or- <br /> 2. Fill the line in place with a cement slurry. <br /> Additionally, the proposed closure would require U.P.P.R to submit a workplan consisting <br /> of the following: <br /> 1. A soil/vapor survey encompassing the 4 1/2mile stretch of pipeline. <br /> 2. After completion of the soil vapor survey, soil and/orgroundwater sampling is to be <br /> performed in suspected or documented leak areas. <br /> 3. Upon conclusion of sampling program and PHS-EHD/CVRWQCB evaluation and <br /> approval, the pipeline may be filled with cement slurry or removed. <br /> 4. All workplan are to be approved by Public Health Services, Environmental Health <br /> Division,with CVRWQCB concurrence. A PHS-EHD permit will be required for the <br /> soil/vapor survey. UPRR will be required to submit copies of all survey and/or <br /> sampling results to both agencies referenced above. <br /> A Division of San Joaquin County Health Care Services <br />
