SQnt Byi BASELINE; 510 420 1707; Nov-9-99 16:24; Page 7129 <br /> F DRAFT PRELIMINARY ENDANGERMENT <br /> ASSESSMENT <br /> Weber Block.Property, Stockton, California <br /> INTRODUCTION <br /> The following document prescnts a Preliminary Endangerment Assessment Equivalent document <br /> (PEA) for the Weber Block property,bounded by El Dorado,Channel,and Center streets and Weber <br /> Avenue in Stockton, California (site). The PEA was prepared in accordance with the Califomia <br /> Department of Toxic Substances Control (DTSC) PEA Guidance Manual (DTSC, 1994) and <br /> correspondence from DTSC personnel (Cambridge, 1999; Cambridge and Lile, 1999). <br /> The purpose of the PEA is to determine whether current or past waste management practices at the <br /> site have resulted in the release or threatened release of hazardous substances that pose a threat to <br /> public health or the environment. Specific objectives of the PEA include: 1)determining if a release <br /> of hazardous wastes or Substances exists at the site and delineating the general extent of the <br /> contamination, 2) estimating the potential threat to public health and/or the environniont posed by <br /> the site,3)determining if an expedited response action is required to reduce an existing or potential <br /> threat to public health or the environment, 4) determining whether there are any data ,gaps and <br /> identifying possible remediation strategies, as applicable, 5) providing d13ta and infonnation <br /> nmessary for DTSC to list the site, if necessary, in the Department's Annual Workplan, and b) <br /> assessing and providing for the informational needs of the community, <br /> This PEA is based on previous environmental investigations and other reports completed for the site. <br /> Relevant documents were reviewed during the preparation of this PEA and surninaries of <br /> v the preparation of a PEA are briefly <br /> info nation contained in these reports that are relevant to th <br /> P <br /> A � Y <br /> described below. However, the reader should refer to the following reports for a complete <br /> description.
