SQnt Byi BASELINE; 510 420 1707; Nov-9-99 16:24; Page 7129 F DRAFT PRELIMINARY ENDANGERMENT ASSESSMENT Weber Block.Property, Stockton, California INTRODUCTION The following document prescnts a Preliminary Endangerment Assessment Equivalent document (PEA) for the Weber Block property,bounded by El Dorado,Channel,and Center streets and Weber Avenue in Stockton, California (site). The PEA was prepared in accordance with the Califomia Department of Toxic Substances Control (DTSC) PEA Guidance Manual (DTSC, 1994) and correspondence from DTSC personnel (Cambridge, 1999; Cambridge and Lile, 1999). The purpose of the PEA is to determine whether current or past waste management practices at the site have resulted in the release or threatened release of hazardous substances that pose a threat to public health or the environment. Specific objectives of the PEA include: 1)determining if a release of hazardous wastes or Substances exists at the site and delineating the general extent of the contamination, 2) estimating the potential threat to public health and/or the environniont posed by the site,3)determining if an expedited response action is required to reduce an existing or potential threat to public health or the environment, 4) determining whether there are any data ,gaps and identifying possible remediation strategies, as applicable, 5) providing d13ta and infonnation nmessary for DTSC to list the site, if necessary, in the Department's Annual Workplan, and b) assessing and providing for the informational needs of the community, This PEA is based on previous environmental investigations and other reports completed for the site.
