El Dorado Street, Suite 200 <br /> Stockton, California 95202 <br /> PRELIMINARY ENDANGERMENT ASSESSMENT; WEBER BLOCK PROPERTY, <br /> STOCKTON, CALIFORNIA <br /> The Department of Toxic Substances Control (DTSC) has completed its review and <br /> evaluation of the report entitled "The Preliminary Endangerment Assessment (PEA), <br /> Weber Block Property, Stockton, California,u dated November 1999, submitted by <br /> Baseline. The PFA Report was submitted to meet the requirements outlined in the <br /> Oversight and Consultative Agreement NSA A 991OG-009, effective August 22, 1999. <br /> The purpose of the PER is to determine whether past or cLrrent practices have resulted <br /> in the release or threatened release of hazardous substances which pose a threat to <br /> public health or the environment. The property is currently vacant and was purchased <br /> by the Redevelopment Agency of the City of Stockton for the purposes of developing <br /> into a water squaretpublic meeting area. This letter provides a final determination for <br /> the need for further remedial action or land use conditions, <br /> Former uses of the 1.9 acre Site includes. freight and transportation companies for <br /> storage merchandise, Bridgestone Tina and Auto Repair and a Shelf gasoline service <br /> station. A significant portion for the Site is a covered lot supported by treated wood <br /> pilings. All underground storage tanks(11STs) have been removed under the ovemight <br /> of the San Joaquin County Public Health Services, Environmental Health Division <br /> (SJCEHD). A soil vapor extraction system operated from 1992 to 1996 artd was <br /> augmented from 1993 to 1995 to include a groundwater extraction system. The <br /> SJCEHD will be evaluating additional information before making a determination for <br /> final closure of tMe former Shell Station.
