EI Dorado Street <br /> Stockton, CA <br /> On November 18, 1999, a meeting was held at the offices of San Joaquin County Public Health Services, <br /> Environmental Health Division(PHS/EHD). In attendance were PHS/EHD representatives, Laurie Cotulla <br /> and Margaret Lagorio, Central Valley Regional Water Quality Control Board(CVRWQCB) <br /> representatives, Brian Newman and Marty Hartzell,City of Stockton representatives, Kitty Walker and Sue <br /> 1 Brause, and attorney Bill Brown. <br /> c <br /> A"Preliminary Endangerment Assessment" report dated November 1999, prepared by Baseline,a <br /> consulting company, recommended that the City of Stockton request a"letter of no further action"for the <br /> above referenced site. This request was discussed at the meeting. Both the CVRWQCB and the PHS/EHD <br /> indicated that a"no further action" letter would not be issued for a site that has Methyl tert Butyl Ether <br /> (MtBE) in ground water samples even though the site may not be the source of the MtBE contamination. <br /> The Baseline report indicates that the MtBE contamination is migrating onto the Weber Point site from the <br /> former ARCO Station located at 205 Center Street, Stockton. The City of Stockton has purchased the <br /> x <br /> ARCO site and in the purchase agreement ARCO agreed to remediate any ARCO groundwater plumes <br /> a extending off their site. ARCO has not completed investigation of the lateral and vertical extent of their <br /> 'l contamination. In the meeting and in the Baseline report, it was discussed that the existing monitoring and <br /> vapor wells (or replacement wells)at the Weber Point site could be used by ARCO for monitoring or <br /> remedial purposes. <br /> PHS/EHD and CVRWQCB pointed out that the ongoing characterization and remediation of this site <br /> should not prevent the planned development of the Weber Block by the City of Stockton as long as <br /> construction activities and finished structural features do not interfere with the required investigation, <br /> monitoring and cleanup activities. <br /> The meeting participants also agreed that ARCO should proceed quickly with their investigation and <br /> groundwater remediation activities. <br /> If you have any questions,please contact Margaret Lagorio, Supervising REHS,at 209 468-3449. <br /> Sincerely, <br /> X� Akl <br /> atirie Cotulla, R S, Program Manager <br /> 'Environmental Health Division <br /> i <br /> V/ C: CVRWQCB–Marty Hartzell <br /> A Division of San Joaquin County Health Care Services <br />
