County
San Joaquin County Public Health Services, Environmental Health Division has
been notified by Cambria Environmental Technology Inc. that Shell facilities have
been transferred to Equilon Enterprises LLC (Equilon).
It was requested that monitoring well permits for Shell facilities be transferred to
Equilon. Please be advised that permits are issued to C-57 licensed contractors.
Once the wells are properly installed, they become the responsibility of the
property owner and/or leasee. The well permits are "finalled" and the C-57
licensed contractor is no longer responsible for the wells.
The definition of a responsible party for sites contaminated by an unauthorized
releases from underground storage tanks (UST) includes the owner/operator of
the UST at the time of the release and the current property owner. Please clarify
if Shell Oil Company still exists and if Equilon is a separate company or a parent
company of Shell Oil Company. This will enable our agency to correctly identify
responsible parties for the Shell facilities.
If you have any questions contact me at (209) 468-3449.
Donna Heran; RENS, Director
Environmental Health Division
Margaret Lagorio, Supervising REHS
Site Mitigation Unit
A Division of San Joaquin County Health Care Services `
