(Fugro) is providing this correspondence in response to the letter, dated <br /> February 25, 1994, from the San Joaquin County Public Health Services, Environmental. <br /> Health Division (PHS/EHD), regarding the subject site. <br /> During quarterly groundwater monitoring conducted on February 15, 1994, it was noted <br /> by PHS/EHD staff that well RW-1 needed repair. The necessary repairs have since been <br /> made. The PHS/EHD letter also remarked that the remediation system "is not considered <br /> as a sufficient attempt to restore the groundwater quality beneath the site to background <br /> levels..." 3 <br /> Shell Oil Company has authorized Fugro to modify bath the existing soil and groundwater <br /> remediation systems. Monitoring well MW-3, which has consistently contained the <br /> highest hydrocarbon concentrations, will be';plumbed into the vapor extraction system. <br /> In addition, Fugro proposes to install air bubblers (air sparging at low volume and <br /> pressure) in several of the wells. This will increase dissolved oxygen concentrations in <br /> the groundwater. The higher dissolved oxygen concentrations will stimulate microbial <br /> activity and accelerate hydrocarbon biodegradation in groundwater: Vapor extraction and <br /> groundwater recovery will continue. As you know, estimating the time to complete <br /> remediation of hydrocarbons in soil and groundwater is not possible.
