Box 388 • Stockton, CA 95201-0388 <br /> gClFORe� <br /> (209) 468-3420 <br /> q <br /> JOHN WEBER <br /> C M WEBER ENTERPRISES INC FEB 1gg� <br /> 3757 COLLEGE AVE <br /> SACRAMENTO CA 95818 <br /> RE: Weber Point SITE CODE: 2436 <br /> 141 North El Dorado Ave <br /> Stockton CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed <br /> review of the "Background Water Quality Analytical Results" dated January 26, 1994 and the "Quarterly <br /> Groundwater Monitoring and Remediation Status Report" dated February 1, 1994 both prepared by Aegis. <br /> Additionally, PHS/EHD staff recently conducted a site inspection and has prepared the following <br /> comments for your consideration. <br /> Groundwater Monitoring <br /> Quarterly monitoring of the groundwater occurred on November 22, 1993 and sample results indicated <br /> that groundwater continues to be impacted by petroleum hydrocarbons. Between the August 26, 1993 <br /> sampling event and the November 22, 1993 sampling event the depth to groundwater dropped between 1 <br /> and 2 feet. This drop of groundwater depth may explain the decrease in concentrations observed in the <br /> monitoring wells. <br /> Additionally, PHS/EHD informed your consultant on November 22, 1993, that the wells were not properly <br /> sealed. Modifications of wells were made; however, during the most recent groundwater sampling <br /> inspection, February 15, 1994, PHS/EHD staff observed that recovery well, RW1, requires repair. Please <br /> have this well repaired and properly sealed immediately. <br /> Groundwater Remediation <br /> Groundwater remediation, extraction and direct discharge to the City of Stockton sanitary sewer was <br /> initiated on March 2, 1993 and through December 16, 1993, approximately 3,488,163 gallons of <br /> contaminated groundwater was extracted and discharged. <br /> The performance of the remediation system in use should be evaluated quarterly and the estimated time of <br /> completion should be included in quarterly reports. <br /> Background Water Quality Analytical Results <br /> Surface water and groundwater samples were collected,without PHS/EHD inspection, on November 4 and <br /> 11, 1993 and analyzed for organic, inorganic and bacterial contaminants. Aegis concluded that additional <br /> remediation should not be necessary. Please be informed that according to the State Water Resources <br /> Control Board (SWRCB) adopted Resolution 68-16, Statement of Policy with Resl2ect to Maintainin <br /> High Quality of Waters in California "...existing high quality will be maintained until it has been <br /> demonstrated to the State that any change will be consistent with maximum benefit to the people of the <br /> State and will not unreasonably affect present and anticipated beneficial use of such water and will not <br /> result in water quality less than that prescribed in the policies." <br /> A Division of San,Joaquin County Health Care Services <br />
