Weber Enterprises
3757 College Ave.
-Sacramento,T CA -95818-
APPLICATION FOR WASTE DISCHARGE, WEBER POINT, 141 NORTH EL DORADO, STOCKTON,
SAN JOAQUIN COUNTY
I have reviewed the 26 September 1991 "Application for Facility Permit/Waste
Discharge", prepared by RESNA/WaterWork (RWW) for 141 N. El Dorado. in
Stockton. The objective of my review was to determine the 'completeness of the
ground water investigation and effectiveness of the proposed remediation.
Wayne Pierson, of this office will review the application to ensure that the .
proposed discharge meets discharge requirements. My review of the file
revealed that the site investigation is incomplete, a Problem Assessment
Report (PAR) , as described in the Tri-Regional Recommendations and Appendix A
(enclosed) , has not been submitted.,, and therefore, the application to
discharge treated waste water is premature. See the attached memorandum for
my comments.
As specified in Section 2652(d) of the Underground Tank Regulation, quarterly
reports are required until the site has been adequately remediated. None have
been submitted. The next report- is due 20 July 1991 and quarterly thereafter.
By 15 April 1992, submit the "Summary of Soil Investigation'/Soil Remediation
Plan" dated 31 May 1991 . By 30 April .1992 submi t,a_work. pi an..to define:the
_ ext_ent`6`f- gr65d water contamination.. BY- 15 Mayb
1992, submit a
complete PAR, including the information required in Appendix A, the
information mentioned in the attached memorandum, and analytical results of
ground- water samples from the 5 monitoring wells. Once this information has
been submitted, we can reevaluate your discharge application.
