El Dorado <br /> Stockton, CA 95202 <br /> We have reviewed the May 31, 1991 Summary of Soil Investigation/Soil Remediation Plan for the above <br /> referenced site. In April of 1991, seven additional sod borings were drilled. Three soil borings were <br /> converted to vapor extraction wells, and two borings were converted to groundwater monitoring wells. A <br /> vapor extraction feasibility test was conducted and found to be a viable remedial action. <br /> Your consultant, Resna Industries/WaterWork Corporation has proposed to install and operate a vapor <br /> extraction system to remove hydrocarbon contamination from soil at this site. <br /> Pursuant to Section 280.67, Subpart F of 40CFR of the Federal Register, Public Health Services, <br /> Environmental Health Division (PHS/EHD), will conduct a public notice to consider comments on your <br /> Remedial Plan/Corrective Action Plan. <br /> Please prepare an Executive Summary of your Soil Remediation Plan (SRP) to accompany our public notice <br /> by July 14, 1991. A hill-volume SRP (along with pertinent documentation) is to be made available for <br /> review at the Stockton Public Library at 605 N.El Dorado St.,Stockton. The SRP will also be made available <br /> for review at the PHS/EHD office, 445 N. San Joaquin, Stockton, during normal business hours. <br /> The selection of the final remedial alternative will be made only upon review and consideration of comments <br /> received during the public comment period. The public comment period for the SRP will extend from July <br /> 14, 1991 through August 16, 1991. <br /> In addition to the soil remediation activities, quarterly reports for groundwater monitoring shall continue <br /> to be submitted to PHS/EHD and Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California Code of Regulations, <br /> Title 23, Subchapter 16) a quarterly monitoring report shall be submitted to Public Health Services, <br /> Environmental Health Division and Central Valley Regional Water Quality Control Board (CVRWQCB) until <br /> the investigation and cleanup of the site is deemed adequate. The report is to show the: <br /> -status of investigation and cleanup activities including the results of all investigations <br /> completed to date; <br /> -proposed continuing or next phase of investigation; - <br /> -method of cleanup proposed or implemented, schedules for the completion of the <br /> investigation of the site and remediation; <br /> -method and location of disposal of the released hazardous substance and any contaminated <br /> soil, groundwater or surface water, <br /> A Division of San Joaquin County Health Care Services <br />
