i <br /> versar - McLaren/Hart <br /> EXECUTIVE SUMMARY <br /> Versar-McLaren/Hart performed a Preliminary Phase I Site Assessment of the Weber <br /> Block Property located in Stockton, California (Site) The Weber Block Property is bordered on <br /> the north by East Channel Street, on the east by North El Dorado Street, on the south by East <br /> Weber Avenue, and on the west by North Center Street The purpose of the assessment was to <br /> investigate and evaluate the environmental condition of the Site and surrounding properties to <br /> determine potential environmental concerns which may influence planned redevelopment <br /> activities anticipated for the Site Based on the assessment, discussions with knowledgeable <br /> parties, and a review of available information, Versar-McLaren/Hart has identified the following <br /> issues of potential environmental concern at the Site <br /> o Potential on-site areas of environmental concern include the former Stockton Channel, <br /> the former Shell gasoline service station, and the current Bridgestone Tire and Auto <br /> Repair facility The former presence of the Stockton Channel on the Site indicates a <br /> potential for contaminated sediments beneath the Site Additional research regarding the <br /> chemical characteristics of the sediments within the channel is being performed The <br /> Shell gasoline service station/Bridgestone Tire and Auto Repair facility has completed <br /> environmental investigations and operated a remediation system to address soil and <br /> groundwater which had been impacted from leaking underground storage tanks (USTs) <br /> formerly located at the Site The Site is awaiting closure from the San Joaquin County <br /> Environmental Health Department <br /> a On-site issues of potential environmental concern associated with the Bridgestone Tire <br /> and Auto Repair building include the potential for asbestos and lead-based paint, impacts <br /> to the subsurface from the use of hazardous substances not observable from the exterior <br /> of the building, and polychlorinated biphenols (PCBs) in hydraulic lifts and fluorescent <br /> light ballasts <br /> 0 Off-site sources of potential environmental concern, that may impact planned <br /> redevelopment activities, include the following <br /> North (1) former gasoline service station/automobile dealership located on the northeast <br /> corner of North El Dorado Street and East Channel Street, (2) former insecticide <br /> manufacturing facility located north of East Channel Street, near the center of the <br /> block bordered by North Center Street and North El Dorado Street, (3) two former <br /> automobile repair shops located west of the former insecticide manufacturing <br /> facility, and (4) former machine shop located west of the former insecticide <br /> manufacturing facility <br /> i <br />
