versar - MCLaren/t art <br /> 1 0 INTRODUCTION <br /> Versar-McLaren/Hart performed a Preliminary Phase I Site Assessment of the Weber <br /> Block Property located in Stockton, California (Site) and surrounding properties The purpose of <br /> the assessment was to evaluate the environmental condition of the Site and surrounding <br /> proper-ties to assess potential environmental concerns which may influence redevelopment <br /> activities anticipated for the Site Mr Vernon Elarth, Associate Geologist (Versar), and Mr Tim <br /> Costello, Supervising Geoscientist (McLaren/Hart), performed the Site visit on November 19, <br /> 1996 <br /> The scope of work for this project included <br /> Visual reconnaissance of the Site, <br /> Review of surrounding land use to assess the potential for off-site environmental <br /> contamination to migrate onto the Site, <br /> Investigation of the physical setting of the area, <br /> Contact with the appropriate federal, state, and local regulatory agencies to <br /> evaluate whether the Site or any surrounding properties are listed as an <br /> . environmental concern, <br /> Review of historical aerial photographs and other relevant documentation to <br /> evaluate the potential for environmental contamination due to prior land use, <br /> o Interviews with the current tenant at the Bridgestone Tire facility (Bridgestone) <br /> and other knowledgeable parties, and <br /> Preparation of this preliminary assessment report <br /> The results of Versar-McLaren/Hart's preliminary assessment are discussed in the <br /> following sections Site visit photographs are presented in Appendix A <br /> 2 0 BACKGROUND INFORMATION <br /> 2 1 Site Location and Description <br /> The Site is bordered on the north by East Channel Street on the east by North El Dorado <br /> Street, on the south by East Weber Avenue, and on the west by North Center Street, in Stockton <br /> San Joaquin County, California A Site location and Site layout map with surrounding properties <br /> are included as Figures 1 and 2, respectively The Site is located approximately 0 8 mile east of <br /> Interstate Highway 5, and 0 3 mile north of State Highway 4 (the Crosstown Freeway) The Site <br /> is situated in downtown Stockton in an area formerly and currently occupied by commercial, <br /> manufacturing, and light industrial properties The Site contains one single-story building <br /> -1- <br />
