The purpose of the MRP is to formalize the monitoring program currently being undertaken <br /> at the site. The current program includes monitoring of benzene,toluene,ethylbenzene, xylenes, total petroleum <br /> hydrocarbons as diesel and gasoline, and halogenated volatile organic compounds(VOCs). In addition to these <br /> constituents, MRP No. 98-800 specifies monitoring of semi-VOCs and dissolved cadmium, chromium, nickel, <br /> and zinc. These constituents are being added because they are associated with engine repair work,which used <br /> to be conducted at the site. <br /> In response to your objection to being called a"Discharger",we replaced all references to"Discharger"with <br /> "American Savings Bank". MRP No. 98-800 also incorporates our agreement with your consultant,Mr. Trevor <br /> Santochi, regarding monitoring of dissolved metals and semi-VOCs. As stated in the MRP, dissolved metals <br /> and semi-VOC monitoring is required at wells which have not been monitored for these constituents and will <br /> continue if they are found in these wells. <br /> You stated in your letter that the residual contaminants at the site pose a low risk and that the site should be <br /> considered for no further action at the earliest possible time. As I stated in my September 1997 letter, to be <br /> considered a low risk groundwater site, American Savings Bank must show that 1) Contaminants remaining in <br /> the vadose zone do not reverse or threaten to reverse the mass reduction rate of groundwater pollutants discussed <br /> in#4 below; 2) Separate phase product has been removed to the extent possible; 3)No existing water supply <br /> wells, deeper aquifers, surface waters, or other receptors are threatened by pollutants remaining in the aquifer; <br /> and 4)The total pollutant mass remainkig in the groundwater is decreasing at predicted rates and rieiiher creaies, <br /> nor threatens to create, a risk to human health and safety or future beneficial uses of the aquifer. To demonstrate <br /> compliance with Items 1 and 4 above, a minimum of four quarterly monitoring events are required.
