CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. 97- FOR AMERICAN SAVINGS BANK STOCKTON, SAN JOAQUIN COUNTY SITE BACKGROUND l i This monitoring and reporting program (MRP) is issued pursuant to Section 13267 of the California Water Code. Facility operations have resulted in total petroleum hydrocarbon (TPH)) contamination of the groundwater beneath the facility. The extent of groundwater contamination has been sufficiently defined. This MRP is being issued to assess the impacts, if any, of residual soil contamination to groundwater and to evaluate the potential for migration or natural attenuation of the contaminated groundwater. Figure 1 shows the general site map. The site is located at 222 North El Dorado Street in Stockton. The subject property consists of a square lot with a rectangular structure on the west side which covers R approximately half the property and is currently vacant. Prior to construction of any new groundwater monitoring or extraction wells or any new vapor monitoring or extraction wells, the Discharger shall submit plans and specifications to the Board for review and approval. Once installed, all new wells shall be added to the monitoring program and shall be sampled and analyzed according to the schedule below. `r' GROUNDWATER MONITORING There are four shallow monitoring wells at the site, as shown in Figure 2. The groundwater monitoring program for the four wells, and any wells installed subsequent to the issuance of this MRP, shall follow the schedule below. Sample collection and analysis shall follow standard EPA protocol. EPA Analytical Max. If dissolved metals are detected,the Discharger shall perform verification sampling within 30 days of submittal of the monitoring report. If the presence of dissolved metals is not confirmed, no further test is required. If pollution is verified,the Discharger shall continue quarterly monitoring for dissolved metals.
