! <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 97- <br /> FOR <br /> AMERICAN SAVINGS BANK <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> SITE BACKGROUND <br /> l <br /> i <br /> This monitoring and reporting program (MRP) is issued pursuant to Section 13267 of the California Water <br /> Code. Facility operations have resulted in total petroleum hydrocarbon (TPH)) contamination of the <br /> groundwater beneath the facility. The extent of groundwater contamination has been sufficiently defined. <br /> This MRP is being issued to assess the impacts, if any, of residual soil contamination to groundwater and to <br /> evaluate the potential for migration or natural attenuation of the contaminated groundwater. <br /> Figure 1 shows the general site map. The site is located at 222 North El Dorado Street in Stockton. The <br /> subject property consists of a square lot with a rectangular structure on the west side which covers R <br /> approximately half the property and is currently vacant. <br /> Prior to construction of any new groundwater monitoring or extraction wells or any new vapor monitoring <br /> or extraction wells, the Discharger shall submit plans and specifications to the Board for review and <br /> approval. Once installed, all new wells shall be added to the monitoring program and shall be sampled and <br /> analyzed according to the schedule below. `r' <br /> GROUNDWATER MONITORING <br /> There are four shallow monitoring wells at the site, as shown in Figure 2. The groundwater monitoring <br /> program for the four wells, and any wells installed subsequent to the issuance of this MRP, shall follow the <br /> schedule below. Sample collection and analysis shall follow standard EPA protocol. <br /> EPA Analytical Max. If pollution is verified,the Discharger shall continue quarterly <br /> monitoring for dissolved metals. <br />
