In an email I stated that the San Joaquin County Environmental Health <br /> Department (EHD) was ready to assess remedial technologies and implement active <br /> remediation at this site. <br /> By letter dated April 29, 2009, the EHD had directed the submittal of a preliminary site <br /> conceptual model and a feasibility study. In that same letter, the EHD stated that <br /> groundwater samples collected from the deepest well, MW-18D2, screened between 100 and 105 <br /> feet below surface grade (bsg) , and grab groundwater samples collected from borings CPT5- <br /> W-116 at 116 feet bsg and CPT6-W-110 at 110 feet bsg indicate that contaminants of concern <br /> have not been delineated vertically and laterally in groundwater; the EHD also stated that <br /> it did not appear that soil is delineated vertically near the former underground storage <br /> tanks removed in 1990. <br /> When the EHD received the site conceptual model, these concerns were not addressed. In my <br /> opinion the petroleum hydrocarbon contamination at this site has not been defined <br /> vertically and laterally in soil and groundwater. <br /> The tests reported in the feasibility study were an aquifer pumping test, an ozone <br /> injection test, a two-phase extraction test and monitored natural attenuation. The <br /> feasibility study concluded by recommending the use of monitored natural attenuation. <br /> The EHD will be requesting additional information concerning the proposed remedial <br /> alternatives before deciding the best method to remediate this site. <br /> I last responded to you concerning the site at 308 South E1 Dorado Street in Stockton on <br /> May 27, 2009. In an email I stated that the EHD had conditionally approved an ozone <br /> bench-scale test by letter dated April 1, 2009. The conditions presented by the EHD were <br /> not addressed until March 4, 2010. By letter dated April 15, 2010, the EHD approved the <br /> ozone injection bench-scale pilot study and directed that the advancement of two on-site <br /> soil borings associated with this study, and the bench-scale test be completed by June 30, <br /> 2010.
