Advanced
GeoEnviron mental, Inc .
02 February 2009
AGE-NC Project No. 95-0135
Ms. Margaret Lagorio
Ms. Vicki McCartney
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202
Subject: Request For Temporary Suspension - Quarterly Ground Water Monitoring
DEN'S AUTO REPAIR
308 South El Dorado Street, Stockton, California
Dear Ms. Margaret Lagorio:
On behalf of Mr. Den Ueda of Den's Auto Repair,Advanced GeoEnvironmental, Inc. (AGE) has
prepared this letter to request a suspension of quarterly ground water monitoring (wells MW-1
through MW-7)at 308 South El Dorado Street, Stockton,California(site).A quarterly status report
in letter form for field work conducted at the site will be submitted.
As you are aware, costs associated with the cleanup effort at the site were reimbursed by the
California State Water Resources Control Board (SWRCB) under the Underground Storage Tank
(UST) Cleanup Fund. However, Mr. Ueda was recently notified by the UST Cleanup Fund that
future reimbursements by the State would be delayed as much as 18 months.
Due to the costs of remediation activities (energy and equipment costs) and monitoring activities
at the site,Mr.Ueda has accrued over$21,000 of monitoring expenses that have not been reimbursed
by the UST Cleanup Fund. Additional costs for monitoring and remediation beyond the $ 20,000,
have not been submitted to the SWRCB and cannot be properly submitted until the SWRCB without
the pending reimbursement being finalized: The accrued costs for the quarterly ground water
monitoring have caused a great financial:hardship on Mr. Ueda. Furthermore, based on the current
conditions at the state,it is unlikely that Mr. Ueda will receive any type of reimbursement from the
UST Cleanup Fund before late 2009.
Mr. Ueda does not have the financial capabilities to continue quarterly ground water monitoring
activities at the site until Mr. Ueda can receive reimbursement from the UST Cleanup Fund(i.e. $
20,000).Therefore,AGE is requesting a suspension of quarterly ground water monitoring activities
at the site until the most recent reimbursement request is received by Mr.Ueda, effective 01 February
2009.
837 Shaw Road, Stockton,California 95215
Telephone(209)467-1006 Fax(209)467-11.18
