San Joaquin St.) <br /> Stockton, CA 95201 <br /> Site: Firestone Store No. 3573, 400 North EI Dorado Street, Stockton, CA <br /> Subject: Final VES/Site Closure Documentation <br /> Dear Mr. Knoll: <br /> During November 7, 8, and 9, 1995, a vapor extraction system (VES) and associated <br /> wells and piping were decommissioned at the subject site. The closure activities <br /> included the removal of the VES equipment, removal of 10 spent drums of carbon, <br /> disposal of 19 drums of drill cuttings, abandonment of monitoring points and <br /> extraction wells, the removal of the ancillary piping, and restoration of the city <br /> sidewalk. <br /> On November 7, 1995, the concrete covering the VES piping, wells, and monitor <br /> points was removed. All lateral piping beneath the city sidewalk was removed and <br /> disposed. The lateral piping from the VES to the city sidewalk (located on the <br /> Firestone property) was left in place. This piping was plugged with a cement grout. <br /> By the conclusion of the VES operation, 10 drums of carbon had been accumulated. <br /> On November 8, 1995, the drums were picked up by Viking Freight Systems, Inc., and <br /> transported to Northwest Carbon's facility in Red Bjuff, California. The volatile organic <br /> constituents (VOCs) accumulated in the carbon were treated by thermal incineration. <br /> The bill of lading and certificate of VOC destruction and carbon reactivation are <br /> attached for your records. <br /> The 19 drums of drill cuttings stored at the site were also picked up on November 8, <br /> 1995. Laidlaw Environmental Services Southwest picked up the drums and <br /> transported them to its facility in Phoenix, Arizona. The Uniform Hazardous Waste <br /> Manifest, which documents the transportation and disposal, is attached. <br />
