Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility <br /> Minor discharges can usually be cleaned up by facility operators. Immediately notify the Chief <br /> Stationary Engineer. <br /> Under the direction of the Chief Stationary Engineer, contain the discharge with discharge <br /> response materials and equipment. Place discharge debris in properly labeled waste containers. <br /> The facility operator will complete an incident report form. The SPCC Plan provides a blank of <br /> the incident report form. <br /> Response to a Major Discharge <br /> A "major" discharge is defined as one that cannot be safely controlled or cleaned up by facility <br /> operators, such as when: <br /> • The discharge exceeds ten(10) gallons. <br /> • The discharge is large enough to spread beyond the immediate discharge area; <br /> • The discharged material enters water; <br /> • The discharge requires special equipment or training to clean up; <br /> • The discharged material poses a hazard to human health, safety and the environment; <br /> or <br /> • There is a danger of fire or explosion. <br /> In the event of a major discharge, refer to the Hazardous Materials Business Plan for step by <br /> step procedures for handling the emergency. <br /> Waste Disposal <br /> Wastes resulting from a minor discharge response will be containerized in impervious bags, <br /> drums, or buckets. The Chief Stationary Engineer will characterize the waste for proper <br /> disposal and ensure that it is removed from the facility by a licensed waste hauler. <br /> Wastes resulting from a major discharge response will be removed and disposed of by a <br /> cleanup contractor. <br />
