Spill Prevention, Control and Countermeasure Plan
Tesla Treatment Facility
• Name of the facility, owner/operator and facility location.
• Maximum storage or handling capacity and normal daily throughput.
• Corrective actions taken including equipment repairs and replacements.
• Description of facility, including maps, flow diagrams, and topographical maps.
• Cause of the discharge(s) to navigable waters and adjoining shorelines, including a failure
analysis of the system and subsystem in which the failure occurred.
• Additional preventive measures taken or contemplated to minimize possibility of recurrence.
• Other pertinent information requested by the Regional Administrator.
Cleanup Contractors and Equipment Suppliers
In the unlikely event of a spill or discharge of oil migrates outside secondary containment, facility
operators will attempt to isolate the oil by using sorbents and other spill control materials stored at
the facility and intended to stop or absorb the oil. Depending on the size of the contained spill,
facility operators will either clean up the spill using sorbent materials maintained onsite,or contact
the San Francisco Department of Public Health (SFDPH) to request assistance. Following the
emergency, the Chief Stationary Engineer shall ensure that all emergency equipment is restocked
or replaced and/or available for use.
