Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 37 of 45 <br /> 3.3.6 Tank Integrity Testing [40 CFR§112.8(c)(6)] <br /> The storage tanks at the Emergency Power Generation Facility are inspected in accordance with <br /> the latest Steel Tank Institute (STI) SP001, Standard for the Inspection of Aboveground Storage <br /> Tanks. Because the bulk storage tanks and day tanks are of dual-wall construction and engineered <br /> with Continuous Release Detection Methods (CRDMs), the tanks are classified as Category 1 <br /> tanks by criteria in the latest STI SP001 guidance. Based on the capacity of the tanks,the minimum <br /> inspection schedule for Category 1 tanks is as follows; refer to the latest STI SP001 guidance: <br /> 8,000-,gallon bulk storage tank ank(5,001 to 30,000-,gallon capacity AST type <br /> • Periodic (monthly and annually) inspection <br /> • Formal External Inspection (FEI) <br /> 150-gallon da, t�0 to 1100-,gallon capacity AST type <br /> • Periodic (monthly and annual) inspection <br /> According to the STI SP001 guidance, FEls for Category 1 tanks should be performed at the time <br /> tank installation, every twenty(20)years thereafter, and following material repairs. FEIs are to be <br /> performed by Certified Inspectors,as defined in the STI SP001 guidance. FEI's essentially consist <br /> of a formal review of tank installation and past inspection and maintenance records, and review of <br /> applicable AST industry and regulatory standards. FEIs include a visual inspection of the tank <br /> foundation and support;valves,gauges,sensors,alarms and appurtenance to confirm proper setting <br /> and operation; thickness and condition of the tank wall and secondary containment; and tank <br /> monitoring system to confirm proper setting and operation. <br /> The aboveground storage tanks and piping system were tested by the manufacturer in May 2011 and <br /> tested again following installation in July 2011 and in accordance with manufacturer <br /> recommendation. Periodic visual inspections by facility operators are performed monthly and <br /> annually as described in Section 2.9 this SPCC Plan. <br /> Tank integrity testing records are maintained in the Operations Building for a minimum of three <br /> (3) years. <br /> 3.3.7 Control Leakage from Internal Heating Coils [40 CFR§112.8(c)(7)] <br /> 40 CFR§112.8(c)(7) of the SPCC Rule is not applicable because there are no internal heating coils <br /> associated with storage vessels at the Tesla Treatment Facility. <br /> 3.3.8 Liquid Level and Leak Sensors [40 CFR§112.8(c)(8)] <br /> The storage tanks at Emergency Power Generation Facility are equipped with a Veeder Root system <br /> of liquid level gauges and high level alarms set at ninety percent (90%) of the rated capacity. <br /> Liquid level sensing devices are tested on an annual basis by a qualified contractor, following <br /> manufacturer recommendations. The SimplexTM Automated FuelPort generates an alarm whenever <br /> the fuel level in a tank reaches a predetermined full level. At this point the fill valve will <br /> automatically close. The valve can be reopened for 30 seconds by the override controls. Once a <br />
