ISTATE OF CALIFORNIA-CALIFORNIA ENVIRON%WfAL PROTECTION AGENCY Nod PETE WILSON, Governor
STATE WATER RESOURCES CONTROL BOARD
DIVISION OF CLEAN WATER PROGRAMS
2014 T STREET, SUITE 130 'g
P.O. BOX 944212 n g
SACRAMENTO, CALIFORNIA 94244-2120
(916)227-4307
19161227-4530(FAX}
January 17, 1996
STOCKTON PLATING INC
JEFF SETNESS
632 EL DORADO ST S
STOCKTON, CA 95206
(209) 956-9929 Fax Via Fax/U.S. Mail
Dear Mr. Setness:
Your request for Fund Staff to review site remediation bids submitted with your letter dated
January S, 1996, pertaining to claim 9008828 is being returned to you. These documents will not
be kept in your file for future reference.
Before we pre-approve costs associated with cleanup tasks, we are requesting written
concurrence from local oversight agencies that cleanup activities are warranted. The
Executive Director of the State Water Resources Control Board recently issued the
enclosed letter recommending closure of some low -risk sites. Specifically, the letter
recommends closing low-risk, soils-only sites and monitoring (instead of actively
remediating) low-risk ground water sites.
The determination whether a site is low risk must be made in writing by your local cleanup
oversight agency. Please contact your agency for this determination and for a written
statement verifying that further cleanup work is necessary. If the agency determines that
active remediation is warranted at your site, please submit a copy of the written statement
along with your claim number and your bid review/pre-approval package. Your claim will
then be reviewed for bid review/pre-approval of corrective action costs.
If a different scope of work becomes necessary, you should obtain a new estimate of corrective
action costs and request pre-approval of costs on the new scope of work. I require also that you
request pre-approval and waiver of the bid requirement for any future work/change orders if they
become necessary. Future requests for pre-approval must use the enclosed USTCF pre-approval
form and supply the documentation required on the form. Be sure to include a phone and/or fax
number, site address, mailing address and your claim 9008828 on all correspondence. Please call
if you have any questions, I can be reached at (916) 227-4424.
Sincerely,
George ockwood, Water Resource Control Engineer
Technical Review Unit, Underground Storage Tank Cleanup Fund
Enclosures — Attachment 1
cc: Gordon Boggs, CRWQCB, Central Valley Region, Sacramtnto
Harlan Knoll, San Joaquin County Public Health Service,
