El Dorado Street
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed the "Quarterly
Report — First Quarter. 2009" (Report) dated ,March 27, 2009, prepared by Advanced
GeoEnvironmental, Inc. (AGE) and the' State. Water .Resources Control Board (SWRCB)
Cleanup Fund "5-Year Review Summary" (Letter) for the above-subject site. The EHD also
discussed.the site with the Central Valley Regional Water Quality Control Board (CVRWQCB) at
a meeting that was held on June 24, 2009.
The Letter from the SWRCB. recommends the site be considered for closure. The EHD
discussed closure of the site with the CVRWQCB at-the June 24, 2009, meeting. The EHD
previously directed and approvedof the operatiomof the soil vapor extraction (SVE) and ground
water extraction (GWE) remediation systems at your site. The operation of the SVE. system
was discontinued in August 2007. The Report recommends discontinuing operation of the GWE
system, preparation of a closure report, and continuation of a modified quarterly ground. water i
sampling program. In order to evaluate the site for closure, .the GWE system must be shut
down and post remedial monitoring must be .performed to determine ground water contaminant
concentrations during a static state (without the influence of a remediation system).
Therefore, the EHD concurs with discontinuing operation of.the GWE system and a modified
quarterly ground water sampling program. Quarterly sampling and analysis ,of water samples
from VW 1, EX1, and MW7 for total petroleum hydrocarbon as. gasoline (TPH-g), BTEX, and
MTBE must be conducted. If ground water contaminant concentrations are stable or declining,
all the monitoring wells should be sampled 'at least once more and`-if data demonstrates that no
further action is required a closure report should be prepared.
If you have any questions, please contact Harlin Knoll at (209) 468-3442.
A
Harlin Knoll, RENS Margare agorio; REHS.
Senior Registered Environmental Health Specialist Program Coordinator
t
Cc: James Barton, CVRWQCB
William Little, Advanced GeoEnvironmental Inc., 837 Shaw Rd., Stockton, CA 95215
