CLASS II, or MINOR -Notice to Comply) <br />On site to witness the annual monitoring system testing of the diesel line leak detector. <br />110. Testing of the diesel line leak detector was last performed on 1-26-11 and was not tested again <br />until 2-14-12, one month past due. These tests are required once every 12 months. Take all necessary <br />precautions to ensure testing is performed in a timely manner. <br />310. Liquid was observed in the diesel #9 under dispenser containment sump. If water could enter into <br />the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br />Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste <br />regulations, and manage it accordingly. Ensure that the sump is maintained free of liquid. <br />Note: The inspector Aris Cacapit and Muniappa Naidu arrived on site about 9:00 AM to witness the <br />annual monitoring system testing of the diesel line leak detector. The technician Felix Ramirez could not <br />get the VMI LDT-890 line leak detector tester calibrated to simulate a 3 gallon per hour at 10 psi test. <br />Felix called the test a fail. Another technician Lyle Nimmo brought a second VMI LDT-890 line leak <br />detector tester. Lyle Nimmo could not get the second VMI LDT-890 line leak detector tester calibrated to <br />simulate a 3 gallon per hour at 10 psi test. About 11:00 AM Lyle Nimmo requested that he have some <br />time to trouble shoot the system. Lyle Nimmo agreed to call once he is ready to perform the 3 gallon per <br />hour at 10 psi test. Aris Cacapit and Muniappa Naidu left the site. At 1:03 PM Lyle Nimmo called Aris <br />and provided an update. Lyle stated that he was able to calibrate the 3 gallon per hour at 10 psi leak <br />rate and get the leak detector to pass once. Lyle stated that he was not satisfied with the test because of <br />air in the line and the turbine not functioning properly. Lyle stated he tried to purge air from the diesel <br />line and redo the 3 gallon per hour at 10 psi leak test but was unsuccessful. Lyle stated that the turbine <br />has electrical issues and will not turn on anymore. Lyle stated that he and Felix are going to leave the <br />site since further progress cannot be achieved at this time. Lyle stated this test is inconclusive. <br />Immediately have a licensed certified contractor trouble shoot and repair the equipment. A permit may <br />be required depending upon the scope of work. A functionality test of the diesel mechanical line leak <br />detector was not performed in the presence of the inspector. Immediately schedule this test with the <br />EHD to be performed. Please be aware that a re -inspection will be charged at the EHD's current hourly <br />rate. Today's inspection will be charged at the EHD's current hourly rate. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />Inspector.
