SAN JOAQUIN CONTY ENVIRONMENTAL HEALT DEPARTMENT <br /> FOLLOW UP HAZARDOUS WASTE INSPECTION REPORT <br /> B & B EQUIPMENT CO. <br /> 3132 FARMINGTON RD., STOCKTON CA <br /> AUGUST 6, 2008 <br /> NOTICE OF VIOLATION: <br /> SUMMARY OF VIOLATIONS <br /> #4. CA. Health and Safety Code, (HSC), section 25189.5–Disposed or caused disposal <br /> of Hazardous Waste (HW) at an unauthorized point. Repeat violation <br /> A one gallon container of primer that contained product and solvent waste was found in <br /> the solid waste dumpster onsite. The container was removed from the solid waste <br /> dumpster by an employee. Provide a receipt for proper disposal of this hazardous waste. <br /> Correct immediately. Class I Violation <br /> # 10. Title 22, CA Code of Regulations (CCR), section 66262.11 – Failed to determine if <br /> a waste is a HW. Repeat violation <br /> A container of oily liquid was not labeled. The container is located inside the hazardous <br /> waste trailer. Mr. Bywater determined that the contents are Asphalt Emulsion product. <br /> An employee labeled the container as such. Class I Violation <br /> # 12. CCR, section 66265.31 — Facility not maintained to minimize the release of a HW. <br /> Repeat violation. <br /> The area inside the hazardous waste trailer has oil spillage on the floor. A large oil stain <br /> was noted in the soil, approximately 100 feet to the north of the hazardous waste trailer. <br /> Provide training to all employees handling hazardous wastes regarding proper handling <br /> and minimizing the release to the environment. Provide documentation that the noted <br /> areas have been managed properly. Correct immediately. Class I Violation <br /> #16. CCR, section 66265.33 – Failed to maintain all communication or alarm systems, <br /> spill control, decontamination equipment. Repeat Violation <br /> The spill control equipment located in the hazardous waste storage trailer was not <br /> maintained. Remove all HW from spill containment and manage properly. Provide a <br /> copy of the disposal receipt and documentation that the spill control equipment has been <br /> maintained properly. Class I Violation <br /> # 20. CCR, section 66262.34 –Repeat Violation –Failed to properly label containers of <br /> HW. <br /> (3) 55-gallon containers of hazardous waste and located in the hazardous waste trailer in <br /> the middle of the property, were not labeled properly. A handout was provided on the <br /> items required for proper labeling of hazardous waste container being stored. <br /> Provide documentation that all containers of hazardous wastes have been labeled <br /> properly.
