X
PUBLICIfEALTH - SER CES'
SAN JOAQUIN COUNTY y
ENVIRONMENTAL HEALTH DIVISION two:
Karen Furst, M.D., M.P.H., Health Officer '
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420C\& Lr
APR 2 7 1998
CHARLES SKOBRAK
f
706 N EL DORADO STREET
STOCKTON CA 95203 s
RE: CHARLIE'S DAY& NIGHT LOCK& KEY SITE CODE: 500990
706 N EL DORADO
STOCKTON CA 95203
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed the Site Investigation Work Plan dated 25 March 1998 prepared by Advanced
GeoEnvironmentai, Inc. PHS/EHD"recommends the following changes:
1) Advance the soil probe borings to depths of at least 65 feet below surface grade (bsg), and
deeper if needed in order to define the vertical extent of the contamination based on field
observation. Of the two former underground storage tanks (UST), one was filled with water in " I
1978 and the other has not been in operation for an unspecified length of time. Thus the
tanks.have not been in operation since sometime before 1978. Therefore, it is essential to
advance soil borings to a depth between 60 and 70 feet at minimal, which is the area's ground
water historical low in 1978 according to'maps.published by San Joaquin County Flood
Control.
2) Remove the piping which was left in the ground when the USTs were removed 1n 1997.
3) Sample soil for analyses at 5-foot intervals as well as at each significant change of lithology.
4) Analyze samples for all oxygenates using EPA method 8260. i
5) Selection of samples to be submitted for analyses must include PHS/EHD input and
agreement-
6) Contaminated soil will be properly stored and eventually;properly disposed.
