STAFF REPORT <br /> f 90 DAY VARIANCE VARIANCE NO. 91-20 <br /> FACILITY: WICELAND PROPERTIES, INC. <br /> LOCATION: 1448 N. EL DORADO STREET, STOCKTON <br /> Wickland Properties, Inc. is in the business of remediation of <br /> contaminated soil. The methods used for remediation vary from <br /> site to site depending on the severity of the contamination.. <br /> One of the methods used for medium to light contamination is <br /> vapor extraction with carbon adsorption. This method involves <br /> the extraction of vapors from the soil via wells in the <br /> contaminated area and a blower. These vapors contain volatile <br /> organic compounds (VOCs) from the contamination. The vapors i <br /> are then manifolded to a set of carbon adsorption canisters <br /> which extract the VOCs in the vapors. <br /> ,. <br /> On 04/28/91, an application for Authority to Construct for a <br /> vapor extraction and carbon adsorption system operation was <br /> received by the District (AP 91-106) . However, due to the <br /> large number of applications to be reviewed by the District, <br /> this application will not be reviewed for at least another <br /> three months. This long wait will result in a serious <br /> financial burden to the applicant in addition to further <br /> contamination of soils and ground water. Therefore, the <br /> applicant is applying for a 90 day Temporary Permit to Operate <br /> to allow the facility to operate before issuance of the <br /> authority to construct and permit to operate. <br /> A preliminary review of the application shows that the daily <br /> emissions resulting from the soil remediation operation will <br /> not exceed the allowable emissions limits set forth by <br /> District's Rule 209.1. <br /> i <br />
