The property in
question has seven parcels. The addresses used are 3 E. 11th, 15 E. 11th, 35 E. 11th, 47 E. 11th and 49 E. 11th. Two other
parcels are 1120 N. Holly and 1121 N. EI Portal. The north side of the properties is flanked by AT&T. The buildings near
11th St. have major structural problems and are the main concern for the COT. I went there with Code Enforcement and
visually inspected all of the accessible walls of the buildings. There are four buildings total on three parcels. On the east
side of the building on the 1120 N. Holly parcel has two vent lines on the building. There was also a containment sump
on the adjacent parcel 1121 N. EI Portal for washing vehicles.
I have attached the contact information for Ana Contreras, Code Enforcement Manager and Scott Owen, Supervising
Building Inspector. I informed them of what a UST removal would require and gave them a blank copy of a permit
application. Code Enforcement will be meeting with the property owner and contractor today at 4pm. I also requested
that we could inspect the inside of the buildings for hazardous waste/materials and look further for evidence of possible
UST(s).
A demolition permit was issued without building dept's input. The contractor is a roofing contractor and they are
suspect that they don't have a solid plan of demolishing the buildings safely. The contractor has until Oct 15 to submit
all of the required information to them or they will rescind the permit. They tentatively have considered that the
contractor would not be able to start work, once all necessary information has been received, until the Thanksgiving
Holidays. A High School and an elementary school are nearby and they are considering the traffic that would be caused
by this work.
