The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for STOCKTON PORT DIST as of August20, 2019. <br /> Open violations from July 15, 2019 inspection <br /> Violation#818-Failed to keep records of procedures,inspections,or integrity tests for three years. <br /> The SPCC plan calls for annual inspections under STI SP-001 guidelines, copies of the inspections were not found <br /> on site. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill <br /> Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and tests must be signed by <br /> the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. <br /> Immediately locate a copy of all inspection and testing records for the last three years,maintain them on site, and <br /> submit copies to the EHD or provide a statement which assures the EHD that the SPCC plan will be implemented <br /> as written. <br /> ® This violation was corrected ❑This violation will be corrected by(date): <br /> lig Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#712-Failed to test or inspect each container for integrity based on Industry standards. <br /> The tank described in the SPCC plan as a 10,000 gallon gasoline tank has not been integrity tested as per the <br /> industry standard referenced in the SPCC plan. The SPCC plan calls for an STI SP-001 certified formal inspection <br /> by 2018.A STI SP-001 certified formal inspection has not been conducted. Each aboveground container shall be <br /> tested and inspected for integrity on a regular schedule. The qualifications of personnel performing tests and <br /> inspections,frequency and type of testing and inspections that take into account container size, configuration, and <br /> design shall be determined in accordance with industry standards. Examples of these integrity tests include, but are <br /> not limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions <br /> testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests <br /> must be maintained on site. Immediately conduct the necessary testing and submit a copy of the test results to the <br /> EHD,or provide equivalence as allowed by CFR 112.7(a)(2). <br /> Note. The 10,000 gallon tank is described by the facility as a compartmentalized tank composed of two 5,000 gallon <br /> tanks. <br /> B.
