The SPCC plan calls for annual inspections under STI SP-001 guidelines, copies of the inspections were not found on site. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention, Control,and Countermeasure(SPCC)Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them on site, and submit copies to the EHD or provide a statement which assures the EHD that the SPCC plan will be implemented as written. This is a repeal violation, Class II. 712 CFR 112.8(c)(6)Failed to test or inspect each container for integrity based on industry standards. The tank described in the SPCC plan as a 10,000 gallon gasoline tank has not been integrity tested as per the industry standard referenced in the SPCC plan.The SPCC plan calls for an STI SID 001 pertil ed formal inspection by 2018. A STI SP-001 certified formal inspection has not been conducted. Each aboveground container shall be tested and inspected for integrity on a regular schedule. The qualifications of personnel performing tests and inspections, frequency and type of testing and inspections that take into account container size, configuration, and design shall be determined in accordance with industry standards. Examples of these integrity tests includebut are not limited to: visual Inspection,hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately conduct the necessary testing and submit a copy of the test results to the EHD,or provide equivalence as allowed by CFR 112.7(ar2). Note. The 10,000 gallon tank is described by the facility as a compartmentalized tank composed of two 5,000 gallon tanks. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certifeation form to the EHD with a statement documenting the Corrective actions that have been or will be taken for each violation, and any supporting paperwork by August 14,2019.
